Introduction
A restaurant fit-out is not a commercial renovation with a kitchen in it. It is three separate approval processes running at once, and the one that most often derails a project has nothing to do with construction quality.We have seen operators sign a five-year lease on a promising unit, spend money on design, and then discover that the building has no viable route for a kitchen exhaust duct, or that the zoning does not permit a restaurant at all, or that a grease interceptor has to go into a slab that cannot be cut. At that point the options are all expensive.This guide covers what a restaurant renovation actually requires in the GTA, in the order the requirements arrive. It focuses on the three areas that carry the most cost and the most risk: public health approval, grease management, and kitchen exhaust.
The Approval Path, and Why Order Matters
Most delays trace back to work being done in the wrong sequence. Design that has not been reviewed against health requirements gets redrawn. Permits submitted before the mechanical strategy is settled get revised. Equipment ordered before plan review gets rejected.
Phase One: The Checks That Have to Happen Before You Sign
Four questions should be answered before a lease is executed, and every one of them is difficult or impossible to fix afterward.
Does zoning permit a restaurant at this address? Not all commercial zoning allows food service, and some permit it only with conditions on size, hours, patios, or parking. A unit that was previously retail may require a change of use, which is its own approval process.
Is there a route for kitchen exhaust? This is the single most common deal-breaker. A commercial kitchen needs a grease duct running from the hood to a discharge point, typically an upblast fan on the roof. In a multi-tenant building, that means a dedicated shaft or the landlord's written permission to penetrate the roof and route through space you do not lease. Verify it in writing before signing, not after.
Does the base building have the gas and electrical capacity you need? Commercial cooking equipment and a makeup air unit are substantial loads. Upgrading a service or a gas meter is a utility process with its own timeline, often measured in months.
Is there existing grease infrastructure? A unit that previously operated as a restaurant may already have an interceptor. A retail unit almost certainly does not.Negotiate a lease that is conditional on zoning confirmation and approvals wherever you can. The rent-free fixturing period should also reflect a realistic approval timeline rather than an optimistic one.
Public Health Unit Approval
Food premises in Ontario are regulated under the Health Protection and Promotion Act and Ontario Regulation 493/17, and they are enforced locally. Toronto Public Health, Peel, York Region, Halton, Durham, and Hamilton each run their own plan review process, and the details differ between them.The critical point is that plans are submitted for review before construction begins, not after. Building something first and asking for approval later is how operators end up demolishing finished work.
Sinks are where most plan reviews get sent back. A commercial kitchen needs several distinct sinks that cannot be substituted for one another: dedicated hand washing sinks located in food preparation areas, a multi-compartment sink for manual washing and sanitizing of equipment, a separate food preparation sink, and a service or mop sink. Designers unfamiliar with food premises routinely draw too few, and the correction almost always means moving plumbing.
Finishes must be smooth, non-absorbent and cleanable across floors, walls, and ceilings in food handling areas. In practice that means quarry tile or sealed commercial flooring with a coved base, washable wall panels behind wet and cooking areas, and washable ceiling systems. Residential-grade finishes will not pass.
Equipment, storage and washrooms are also assessed: adequate refrigeration with monitoring, dry storage separated from chemicals, garbage and recycling storage, pest control provisions, and washroom facilities for both staff and patrons. Expect a pre-opening inspection after construction and before you serve a single customer. Build that inspection into the schedule.
Grease Interceptors
Every GTA municipality regulates what a food service business may discharge into the sewer, through a sewer use bylaw. Toronto's is among the most established, and Peel, York, Durham, Halton, and Hamilton all have equivalents. Grease is regulated because it congeals in municipal lines and causes blockages, and enforcement is real.
What has to be connected. Kitchen sinks, prep sinks, dishwashers, wok stations, and kitchen floor drains generally discharge through the interceptor. Sanitary fixtures, meaning toilets and washroom sinks, must not. Getting this separation right at rough-in matters, because correcting it later means opening the slab.
Two types, two very different costs. Hydromechanical interceptors are compact units installed under or near sinks and sized by flow rate. They are the common solution for smaller kitchens and typically run a few thousand dollars installed. Gravity interceptors are large concrete or fibreglass tanks, usually installed in-ground outside the building, sized by volume, and required for higher-volume operations. Those are a far larger cost, and if they have to go into an existing slab or parking area, the excavation drives the number.
Sizing is calculated, not guessed. Interceptor sizing in Canada follows CSA standards and is based on the fixtures connected, their drainage load, and flow rates. Undersizing produces a unit that passes grease straight through, which fails inspection and can bring enforcement action.
Maintenance is a compliance obligation, not just good practice. Bylaws typically require servicing on a schedule tied to how full the interceptor is, with maintenance records kept and produced on request. Plan physical access for a pump truck or a service technician at the design stage. An interceptor installed where it cannot be serviced is a recurring problem for the life of the lease.
Kitchen Exhaust
Commercial kitchen ventilation is the most technically demanding and most expensive mechanical system in a restaurant, and it is where cutting corners has the most serious consequences.
Type I versus Type II. A Type I hood is required over any appliance producing grease-laden vapour: fryers, griddles, charbroilers, ranges, and woks. It is a listed assembly with baffle grease filters and a welded grease duct. A Type II hood handles heat, steam, and odour only, such as over a dishwasher or certain ovens, and it is a much simpler and cheaper system. Substituting Type II where Type I is required is a fire hazard and will not pass inspection.
The duct is not ordinary ductwork. A grease duct must be liquid-tight and continuously welded, sloped to drain back toward the hood or a grease reservoir, fitted with cleanouts at required intervals, and either separated from combustible construction by the required clearance or protected with a listed wrap or rated enclosure. It cannot share a shaft with other exhaust and it cannot contain dampers. This construction is a significant part of the system cost, and it is driven almost entirely by the route length from Phase One.
Fire suppression is mandatory. A Type I hood requires a wet chemical suppression system with nozzles over the appliances and in the duct, interlocked to shut off gas and power to the cooking line on activation, with a manual pull station and a connection to the fire alarm where one exists. It requires its own approvals and periodic servicing, and appliance positions cannot be changed afterward without the system being re-engineered.
Makeup air is the item that gets forgotten. Air exhausted from the kitchen has to be replaced. Without a makeup air unit, the space goes negative, the hood stops capturing properly, exterior doors become hard to open, and gas appliances can backdraft. In Ontario, that replacement air also has to be tempered through the winter, which means a heated unit and the gas or electrical capacity to run it. A makeup air unit is frequently the largest single mechanical cost in the project, and it is the item most often missing from an inexpensive quote.
Discharge placement is regulated too. Exhaust termination has to maintain minimum distances from air intakes, operable windows, adjacent properties, and the roof surface. In dense areas, this is also where neighbour odour complaints originate.
The Other Approvals You Will Encounter
Beyond the three areas above: a building permit, and a change of use approval if converting from another occupancy, which may trigger requirements for exits, washroom counts, fire separations, and sprinklers based on occupant load. TSSA involvement for gas piping and appliance connections. ESA for electrical. Barrier-free requirements under the Building Code and AODA covering entrance, path of travel, washrooms, and service counters. Backflow prevention under municipal cross-connection control. And if you are serving alcohol, AGCO licensing, which depends on your building and fire compliance being complete.
Timeline and Cost in the GTA
Design and drawings typically take four to eight weeks. Plan review and permits run four to twelve weeks and vary considerably by municipality. Construction for a full fit-out runs eight to twenty weeks. Realistically, budget six to nine months from signed lease to opening, and longer if a service upgrade or change of use is involved.Full restaurant fit-out costs in the GTA generally run $200 to $450 per square foot for a build from a bare or retail shell, with heavy cooking concepts at the upper end. Within that, the exhaust and makeup air package commonly lands between $30,000 and $80,000, fire suppression between $7,000 and $18,000, a hydromechanical interceptor in the low thousands installed, and an in-ground gravity interceptor anywhere from $15,000 to $45,000 or more depending on excavation.These are planning ranges. Every one of them is driven by decisions made in Phase One.
